Nahiyan Bin Noor, M.S.

Nahiyan Bin Noor is an Intermediate Data Analyst with the RTEC team at the Institute for Digital Health & Innovation, University of Arkansas for Medical Sciences (UAMS). With a background in health data analysis, medical image data analysis, and social media data analysis, Nahiyan brings valuable expertise to his role. He has actively participated in projects involving the implementation of machine learning algorithms for diagnosing diseases using eye conjunctive images. Currently, Nahiyan is engaged in projects focused on evaluating remote patient monitoring systems.

Nahiyan Bin Noor possesses proficiency in programming languages such as Python and SQL, enabling him to effectively extract insights and manipulate data for analysis. His educational qualifications include a master’s degree in information science and a Graduate Certificate in Data Science from the University of Arkansas at Little Rock. Additionally, Nahiyan completed his bachelor’s degree in Electrical and Electronic Engineering, further diversifying his skill set and fostering a holistic understanding of technical concepts.

Rosario Silva, MPH

Rosario Silva is an intermediate Data Analyst with the Rural Telehealth Evaluation Center at UAMS. She holds a Master of Public Health degree from Saint Louis University with a concentration in Behavioral Science and Health Education. Previously, Ms. Silva lead the evaluation of the CDC Racial Ethnic Approaches to Community Health (REACH) within the UAMS Institute for Community Health Innovation and the Colorectal Cancer Control Program (CRCCP), an external evaluation, housed within the Community Health and Education Division of UAMS’ Department of Family and Preventive Medicine. Ms. Silva studied public health to improve the health of minority communities and contribute towards a more equitable society where individuals can achieve optimal health.

Cari Bogulski, Ph.D.

Cari Bogulski earned her Bachelor of Arts in psychology and Spanish from the University of Arkansas, and her Master of Science and doctorate in cognitive psychology and language science from The Pennsylvania State University. She has since worked as a research associate in education policy, as the Director of Statistics and Analytics for a local non-profit organization in Northwest Arkansas, and as a Senior Data Analyst in the Office of Community Health and Research on the Northwest campus of the University of Arkansas for Medical Sciences (UAMS). She is currently an Assistant Professor in the Department of Biomedical Informatics in the College of Medicine at UAMS, with a research focus on health equity and healthcare access in rural and urban communities. She has experience in both program evaluation and community-based participatory research and continues to investigate other research projects in maternal and child health, food insecurity, diabetes self-management and prevention, and impacts of COVID-19. She also currently supports research and evaluation projects in the Rural Telehealth Evaluation Center and the Institute for Digital Health & Innovation at UAMS.

Sandra Eksioglu, Ph.D.

Sandra D. Eksioglu is the Jim M. and Marie G. Hefley Professor in Logistics and Entrepreneurship at the University of Arkansas at Fayetteville. She received her Ph.D. in industrial and systems engineering from the University of Florida.

Dr. Eksioglu’s expertise is in the areas of operations research, network optimization, and algorithmic development. She uses these tools to develop models and solution algorithms for solving large-scale problems that arise in the areas of transportation, logistics, and supply chain. She is an active member of ASEE, IISE and INFORMS. She is a Fellow of IISE.  Dr. Eksioglu is the project lead on an RTEC year 4 project.

Burak Eksioglu, Ph.D.

Dr. Eksioglu has received a doctorate in industrial and systems engineering from the University of Florida, a master’s degree in engineering business management from the University of Warwick in the United Kingdom, and a bachelor’s degree in industrial engineering from Bogazici University in Turkey. His research is focused on the area of optimization with applications in transportation, logistics, supply chain management, and healthcare. His research has been sponsored by, among others, the U.S. Department of Transportation, the U.S. Department of Homeland Security, NASA, and the industry. He is a member of the Tau Beta Pi Honor Society, INFORMS, IISE, ASEE, and POMS.

Dr. Ekisoglu is the project lead for one of RTEC year 4 projects.
